Good to know living in Thailand



1. Basic Restriction in the camp for the refugees and organizations
  • Refugees transportation or traveling will be restricted
  • Refugees livelihood like going out and work outside will be restricted, according to that refugee can not maintain any motorbike or will be not allowed to ride bike too.
  • Now refugees kids who are studying outside the camp also couldn't go to school (Thai school), some kids didn't know how to deal with this situation. Some already send resigning letters to their school.
  • This time is also difficult for the organizations most CBOs and CSO or local organizations coming and going out. (about this NGOs also negotiate with the government still)
2. There are three comments from an old foreigner..
  • Pushing refugees for voluntary return: it is kind of giving pressures to refugees people to return to their homeland, (it is kind of a shock for refugees)
  • En-rest arresting: Police and military always want to do arresting, it is the time like they are planing to arrest illegal people
  • Pushing back local Orgs inside: This also aim the local orgs and some NGOs are pressured to be based in inside Burma.
3. Re-registration refugees populations by committee, Camp committee, and Palah
  • Refugee IDs cards: purpose to make sure the populations of refugees, it doesn't mean for returning homeland or repatriation (P.S. it will be some times in the future). 
  • It is also about the authority wants to know who will live in the camp and outside the camp
  • There is no sure policies for orgs working inside the camps or outside the camps.
  • Mae La Camp is pretty flexible, and the orgs can negotiate with Palah or authority but Nu Poe and Umphiem camps are Grey Area, the situation is not the same with Mae La Camp.
4. National IDs and Non-national IDs
  • 5 years ID: start with 6 mid 73 total 13 digits will have chances like access to buy things such as removable things or properties, should have incomes, have to pay for tax, should be able to speak Thai. There is also 7 mid 00 total 13 digit which is decent from the 6 one
  • 10 years ID: start with 0 mid 89 total also 13 digits have 2 kinds one is village head survey and another one is district level survey, these kind of ID should make Work permit at ministry of labor, the holder should be over 15, should have employer, 1000 Baht per year. this kind of ID is also know as 0 Card and it is also illegal status, it means you can only have to stay in the district that you register ID, in the real policy; if you travel to another district, you have to go and write permission letter or doc from District. if you don't write when you travel, the police can arrest you and they will ask you to come back to your district and fine you, but sometimes you will be probably deported to your country. so it is better if you can speak Thai.
5. Temporary Passport and national passport
There are three types of passport:
  • PV : Passport of visiting red color
  • PJ : Passport of Job red color
  • PE : passport of education red color
  • Temporary passport has two colors blue and purple
  • According to lawyer suggestion; the holders are able to do Thai household registration show where they live and it is better to do house hold register.
6. One Stop service
The military will start this IDs which have three color red, blue and green; it is know as Tor R or 38/1
  • Red for Lao
  • Blue for Myanmar
  • Green for Cambodia (Note; i am not sure about color)
  • This IDs last long only 2 months, 300 baht for registration, during these two months the other step will be coming for doing Temporary passport
6. Warning of some illegal documents
  • Village head recommendation letter or card (usually cost 500 Baht)
  • Organization ID card (member ship card) sometime even teacher card form MOE; it is only local area authority (type of corruption)
